There is a mandatory start date for school competitive cheerleading in Nova Scotia, this date is November 1st and includes any practicing or tryouts for the competitive team.  However, if your team does 'traditional' forms of cheerleading as well ie. game cheering or participating in school events you are permitted to practice ONLY for those events... YOU ARE NOT PERMITTED TO DO ANY COMPETITIVE PREPARATION WHATSOEVER.  You must also check with your individual school for permission to do so.
